I have two ISP connection, WAN_DHCP and WAN3
WAN_DHCP is cable ISP and WAN3 is 4G LTE backup via a Cradlepoint CBA850 in passthrough mode.
I have a few VPN connections running via WAN_DHCP and another failover VPN running via WAN3 which is hardcoded in the VPN configuration as the the interface used by the firewall to originate this OpenVPN client connection.

Oddly when WAN3 is down, the failover VPN which is set to connect via WAN3 still connects and I'd like to understand how and why.

With WAN3 up, the RTT for VPN_WAN5 looks more LTE-esque
