Package reinstallation fails on 2.4.5 with config.xml backup

Hi all,
I have recently decided to upgrade to pfSense 2.4.5, and prepared a USB stick, with a "config.xml" backup file on the PFSENSE partition.
Installation and restore goes perfectly well, up until the part where the package restore is being initiated.
After I check the logs, the following entry appears:Package reinstall process was ABORTED due to lack of internet connectivity @ 2020-04-08 18:20:21.
The root cause, I believe, is due to a lack of a default route out.
If I go to 'System > Routing', I see that the default WAN_DHCP entry is there, and the IPv4 gateway points to just that.
From the moment I click Save and Apply, the packages start to download, and internet connectivity works.
While this is a workaround, it seems pfSense is not picking up the default route after restoring.This behavior was not occuring in previous restores I did.
I went through the config file to see if I can find out anything there, but that led to nothing yet.
I am looking for some help on how to remediate. -

If you can reach the gui and have made that change then you should be able to restore the config again and it will pull in the packages at that point.
