Proper Restore Procedure

I'm trying to restore a config onto a new box but can't get the packages to automatically install after reboot. My steps are:
- Install pfSense on new box.
- Assign Interfaces
- Plug in WAN (DHCP)
- Log into LAN IP
- DO NOT run wizard. Immediately click Diagnostics -> Backup & Restore
- Restore the config file
- Allow the unit to reboot.
- Alerts shows a whole list of packages that "Package X does not exist in current pfSense version and it has been removed."
- See that all the packages do exist in Package Manager.
Should I be following a different process?

As an update. I re-imported the config file again and the packages began updating. That helps. But it's been over 2 hours now and it is still saying the packages are installing. I know I can go clear the lock, but I'd like to see what the progress is. Which packages have installed? Which one is it stuck on? Is there an error somewhere? Is there some to look at in top or ps? I'm consoled in but don't see any error messages popping up. Nothing in the system logs that I can see.

I noticed the packages were showing in the menus so I tried opening some of them but none of them were there. I went to the Backup/Restore and told it to reinstall all packages and found the PID of the process that was locking. It's pkg-static installing darkstat. Can't say I've ever had that package cause problems before. I killed the PID and it started progressing, only to hang at installing pfBlockerNG-devel. I'm beginning to remember why we just cloned instead of new installs and restores. I can manually install the packages one at a time and it takes around 20 minutes. I don't understand what this holdup is.

Killed the pfBlockerNG-devel install process and it finished. It currently shows all packages installed successfully. How does that make sense?

So, just tried the whole process again but this time I walked through the entire setup wizard with the same results. Afterwards I imported the config file and got the same error about packages not being available. Then, I re-import the config file and it begins installing packages but again hangs on darkstat and pfBlockerNG-devel.

Tried it a third time and this time didn't get the pesky warning message about packages not available for the version. It went directly to installing the packages. YAY! But it still hangs on darkstat and pfBlockerNG-devel. I can kill those processes and go into Backup/Restore to reinstall all packages and it goes though and reinstalls everything in under 3 minutes. Any way to figure out why it is stopping installing those packages?
