I have a Netgate "MinnowBoard" MTB-4220. My understanding is that packages such as ipsec-profile-wizard and aws-wizard should have been pre-installed, or at least listed under available packages, on all Netgate hardware. Is this correct? If so, how do I go about getting these packages?

The MBT was special in that it was not sold with the "factory" version of pfSense pre-installed. It was sold without an operating system but was bundled with a USB thumb drive with pfSense CE.

It was marketed as a general purpose open platform small server device, similar to a Pi but more powerful, and not really as a firewall (though many chose to run pfSense on there, and it did work well after some initial hurdles)

Fun fact: It can also run TNSR with some effort, though I don't think I'd want to try using in production. :-)

Yes, I understand that. At the time it was marketed by Netgate as a replacement to the SG-1000, which had been discontinued and was no longer available, and prior to when the SG-1100 was announced. But it was still a Netgate product that I purchased directly from Netgate. So regardless of the details of how the OS was installed it seems to me I should have access to these "special" packages.

Only Netgate devices specifically sold pre-installed with pfSense get the factory edition with access to those packages. The MBT was not included in that, nor were many other devices sold in the past marketed in similar ways, such as the RCC variants of the ADI systems. Customers asked for lower cost systems to install other operating systems on, which is what those were, including the MBT.

This sounds like a "Buyer Beware" warning to me. Yes, it did say on the web store page "INCLUDED USB KEY WITH PFSENSE CE 2.4.4" but one would need to be very knowledgeable about the Netgate product family to know the differences between a "factory" version of pfSense and the CE version and that additional packages came with the factory version.
