as you said, if you (the visitor) uses an URL like http://www.google.com, as you are not resolving DNS for the visitor, you will not be redirected (to the portal).
See (again) https://doc.pfsense.org/index.php/Captive_Portal_Troubleshooting#Captive_portal_not_redirecting : first issue.
What are your captive portal firewall rules ? (issue 2)
Keep in mind issue 3 … -
I already see the first issue ,what should I do to solved the " resolving DNS for the visitor"?I using the default firewall rules on the lan interface and also I enable the DNS Forwarder

What version pfSense is this captive-portal:8000?

I'm currently using the pfsense 2.0.3 x86 .

My answer to the other post you added to another query of this kind:
What are you using for DNS? The browser has to be able to resolve an external address before redirecting to the portal page. Until you've authenticated, external DNS servers are unavailable, so the best thing is to set PFS as a DNS forwarder and use the firewall as your primary DNS for your LAN clients.

As an aside, you might want to consider upgrading to a newer version.
