I guess squid is capable of that but I don't know for sure.
When the client requests an url I need to

      a) redirect the url to some other url
      b) change the host header after redirection

So the client would ask for example.com; squid redirects to test.com with host-header test2.com .
Is that possible with squid or some other software on pfsense? If so, what would be the rough syntax/configuration?

It might be possible, at least in part, by using Squid and Squidguard. You would need to do full ssl intercept if clients request https of course.
