Unbound advance option not working

I have a freebsd server running as a DNS server using unbound and it has been running smoothly for the past 4 months.  I added the same config on pfsense that is on a different network.  The config is

include: /root/unbound/adblock.conf

and an example of the config are

local-zone: "101com.com" redirect
local-data: "101com.com A 192.168.0.3"
local-zone: "101order.com" redirect
local-data: "101order.com A 192.168.0.3"
local-zone: "123found.com" redirect

and did you put server: before your include?
