No internet after restore configuration

Hello everyone, I tried a hardware change by restoring the configuration paying attention to change the network cards directly from the xml from re0, re1 to igb0, igb1. Everything went well the internal network works fine. The problem is that the clients do not surf the internet, from the firewall by pinging and tracing, I can surf. The internal network does not use dhcp and the clients have fixed ip. I tried cleaning the tabales arp, but nothing. Has any of you had this problem and could you help me understand? Thank you
