When you set a static mapping, why does the IP have to be outside of the pool?

My IP pool is 10.12.1.5-101
Why do I have to assign a static mapping outside of that pool? Why cant I just assign an IP address thats inside of that pool and dedicate that IP to be only leased to one MAC address?

Because that is not how it works with this version of dhcpd.. If you don't like it get with ISC, if you want a static that sits inside your pool range, then create a pool, create your stated then create another pool on the other side of that number..
.100 - .110 pool, .111 reservation, .112-120 pool
