Install VM tools - no internet

Hi Folks,
Having a real devil of a time here, I'm trying to install pfsense in a disconnected environment with no internet, and of course the package installer fails. Is there a way to manually import or install vm tools (open tools) manually? I can't seem to find any straightforward way of doing this.

download , cp it inside pfsense and from console:
pkg add ./package.txz -
Forgive my new-ness. Do I bring both files in and then install one after another? Or just either one? I'm using 2.5.1 but from your comments that won't matter.
