When I ssh to the router it just works fine, .. however when I check gateways page it's always offline, it's been like this for a while now. Might even had this issue in 2.4.5.
It's always been kinda broken when it comes to IPv6 especially with dynamic assigned IPv6, sometimes it works when you define a monitor IPv6 however even this doesn't seem to work right now. At least not for IPv6 ipsec connections.

I used to have ATT internet, and I couldn't turn on IPV6 gateway monitoring, it wouldn't work and IPV6 didn't work if I did. I don't know what your service provider is, but maybe it doesn't work with gateway monitoring? Other thought, if providing an IPV6 ip to monitor, make sure it's valid and online. I had set a GOOGLE ipv6 to monitor and it was working fine, then I started to see long ping times, then it failed, that IP stopped pinging so I put another in there and now it's working again.

I am assuming here that IPV6 itself is working, you can ping and get IPV6 replies and IPV6 test websites work, it's just the monitoring you are having issue with ?

@tzvia That's the case for me to I need to set it, however this does not work for IPsec.

The issue is only with the monitoring.
