Traffic limiter not working

Hi, I wanted to limit one of my computer speed to 10Mbits, I did the before configuration however it’s not working. Any Solution?colored text

Total 6 ports
1 WAN
5 LAN

1. Firewall - Traffic shaper - Limiters
   New Limiter

• Enable limiter and its children : Enable
• Name : Incoming
• Bandwidth 10Mbits
• Mask : Source address
  Save

2. Firewall - Traffic shaper - Limiters
   New Limiter

• Enable limiter and its children : Enable
• Name : outgoing
• Bandwidth 10Mbits
• Mask : ** destination address**
  Save

3. Firewall - Rules - LAN3

• Action : Pass
• Address Family: ipv4
  Protocol : any
  Source: 192.168.4.11
  Destination: any
  In/out pipe : incoming / outgoing
