unable to ping ip on vlan interface

There is problem i m facing with VLANs.
I created the 2 vlans i.e. vlan 10 and vlan 20 on OPT interface as follows
OPT1-vlan 10 (173.168.1.1/24)
OPT2- vlan 20 (174.168.1.1/24)
OPT3-main interface (no ip but interface is up)
The problem is that a pc in vlan 10 (with ip 173.168.1.2/24) is not able to ping 173.168.1.1, means devices present in same vlan are not able to ping each other and even the pfsense vlan interface. -
