HAproxy return 403 or pfsense webGUI overides port 80

while running HAproxy on my pfsense box it appears that for any WAN connections HAproxy will only return 403 even though there are no deny rules. or Pfsense will just grab port 80 and say that it is a DNS rebinding attack and deny access.
