I have updated several systems to 2.3.1 and non of them let me change settings through the web interface. I have tried changing log settings, setting the theme, timezone…  I have done a fresh install. Everything seems to work until I restore my settings. Besides for not being able to change the config, everything else appears to be working.

          Thank you!
I experienced the exact same problem after upgrading from 2.3_1 to 2.3.1 and afterwards restoring my full configuration from a backup of version 2.3_1.

It wasn't added, that didn't change. It's now being obeyed in some cases where it should have been but wasn't previously.
