Fresh install of 2.3.1 and I can't disable the DHCP server.  There is no checkbox on the dhcp server, but it's still handing out IP addresses.  I found this in the log.

/services_dhcp.php: The command '/usr/local/sbin/dhcpd -user dhcpd -group _dhcp -chroot /var/dhcpd -cf /etc/dhcpd.conf -pf /var/run/dhcpd.pid em1' returned exit code '1', the output was 'Internet Systems Consortium DHCP Server 4.3.3-P1 Copyright 2004-2016 Internet Systems Consortium. For info, please visit https://www.isc.org/software/dhcp/ Config file: /etc/dhcpd.conf Database file: /var/db/dhcpd.leases PID file: /var/run/dhcpd.pid Wrote 0 deleted host decls to leases file. Also make sure you are not running HP JetAdmin software, which includes a bootp server.

I'm going to reboot when I can and i'm hoping that will fix things, but this may be a bug in the original install.

        Same here with fresh 2.3.2-RELEASE.

DHCP disabled yet it hands out addresses. Definitely from the pfSense server.

        No DHCP relay.

A single cable from LAN to the laptop, so no other DHCP servers.

Waited a day and it fixed itself.
I had booted into another operating system via USB. Then booted up and DHCP worked as expected.

I cannot explain it but am relieved it works.
