    Failed to limit the p2p download bandwith

      Version 2.3.1-RELEASE-p1 (amd64)
      CPU Type Intel(R) Xeon(R) CPU E3-1230 V2 @ 3.30GHz
      Windows Server 2012  Hyper-V
      1 WAN 1 LAN, PPPoe type.

      I tried to setup the traffic shaper, but strange thing happened. Here's what I have done.

      1. Firewall==>Traffic Shaper==>Limiters==> New limiter.

      Name: Download_18M                                                      Name: Upload_700Kb

      Bandwidth    BW type      Schedule    Mask                        Bandwidth    BW type      Schedule    Mask

      18            Mbit/s        none      none                                700            Kbit/s        none      none

      2. Firewall==>Rules==>LAN==>  Add rule

      Action            Pass
          Interface          Lan
          Add Family        IPv4
          Protocol          any
          Source            LAN net
          Destination      any
          In/Out pipe        Upload_700Kb        Download_18M

      3. It's working for speedtest, but NOT for utorrent or other P2P download software.

      Anyone can tell me why?

        You're using limiters, not actual interface shaping. I have no experience with limiters, but a common issue is the IP mask used. You may be creating a limiter PER CONNECTION. If you want to shape the entire interface, use shaping, not limiters.
