DHCP Server Not Working

Ok, I give up with this. So I had to rebuild my pfsense box and I can't recall how I made this work a couple years ago. The problem is that the static DHCP reservations I'm adding don't do anything. Also, the DHCP address I'm getting isn't even in the configured range. You can see the logs of the device/mac requesting an IP (that is defined) but then assigns it something else. I tried enabling the static arp entry option which did nothing.

Any ideas?

Maybe you have the issue I had.  Stop the DHCP service, Start the DHCP service.

Out of no where this started working. It might have started after one of the server reboots occurred, I'm not sure.
