      Hi,

Using pfsense 2.3.1.  Watching the system.log I'm seeing the following message every 10minutes.  The WAN IP has never changed.  Why?

Jul  2 17:17:43 pfSense php-fpm[42683]: /rc.newwanip: pfSense package system has detected an IP change or dynamic WAN reconnection - 99.XXX.XXX.XXX ->  99.XXX.XXX.XXX - Restarting packages.

Because your WAN's reconnecting or renewing every 10 minutes. "IP change or dynamic WAN reconnection"

Guessing you probably have a DHCP WAN with a 20 minute lease time. If that's the case it's not anything to worry about.
