Flush states on gateway group failover?

I know about the flush states on gateway failure check-box. It does not seem to apply to a gateway failover situation (Tier 1 goes down and it fails over to Tier 2 but of course, the GW group itself is not seen as down).

When my gateways fail over, the SIP phones do not reconnect and I need to manually flush the states. How do I get around this?
