It takes 15 minutes to start

hi,
I have a problem with that install pfsense embedded in the pcengines alix APU1 . The use with captive portal and users "user manager" . The more users get access to the user portal manager , but takes to start after a reboot. With about 100 users it takes me about 15 minutes to start .
Using these devices with pfsense as pppoe servers or with portal captive and vouchers and not have that problem . The only problem presents when I put many users in the user manager .
