      This is in RELENG_2_3 but not RELENG_2_3_2 and looks like a reasonable bug fix.

        Especially seems reasonable since other fixes related to firewall separators positioning are included RELENG_2_3_2.

        Such as these two commits to fix bug #6801.

        Also, and this is just a guess, haven't studied it out.  But if this had be applied there may not have been a #6801 bug.  If so then these two commits may not even be needed any more.
