I have a 135Mb/10Mb connection. Direct from modem to PC is perfect. Connected to pfsense,  Intel dual nice,  EM driver I only get 5Mb upload but still full download. I've tried the disable offloads and specifying interface speed fixes readily available on Google but none of this changed the speeds at all. Has anyone found any other culprits? Clearly raw horsepower is not the issue due to my pfsense box maxing out my modems capabilities and getting 135Mb downloads.

The following documents on the wiki may be helpful in assisting you to fix the problem:

Thank you, a good read and refreshed my memory that I had once upon a time ran the traffic shaper wizard to prioritize VIOP traffic. During which I specified my connection speeds as 35/6. Strange that it limited my upload speed to 6 but did not limit download to 35. I now have a 135/10 connection and needed to update the values.

Probably because limiting downloads is actually done sending on LAN and your download traffic is not being placed into the right queues for that.

It's hard-to-impossible to reliably shape downloads/inbound because by the time the traffic arrives so you can shape it, it's too late.

I actually shape my download very well. You can see that the download shows a massive improvement in bufferbloat.

If the traffic lends itself to it it can be done.
