Fallback not working?

Simple. Wan1 is a 25mb broadband, wan2 is 6mb dsl. I have a group setup with Wan1Primary. Wan1=Tier1, wan2=tier3. However it appears at some point Wan1 experienced high latency and routing switch to wan2, But when latency went back to acceptable levels, from what I can tell both OpenVPN and xinet remained on wan2. Only when I forced down wan2 did the default route switch. Shouldn't the link have switched back to wan1?

xinetd is not switching anything to do with WANs. It's only handling the local TFTP proxy. That message doesn't indicate anything to do with which wan is preferred or default.
