Startup Script doesn't load fully

Hi all,
My server crash and i tried to fix it which i succeeded but now the startup script is not fully loading but everything is working fine. The installation was done on an old PC and previously i can login or shutdown from the PC but now that function is not available. Please can anyone help me??? -
