Qwanroot has no parent error

Hi, im trying to configure the shaper to assign bw to specific nets, lets say

total BW: 2980 kb

Net          BW (kbps)
–-------------------------
central 621
staelena1 745
staelena2 931

I want to assing bw based on specific amount of bits, not percentages, i got this error in my logs

php: : There were error(s) loading the rules: /tmp/rules.debug:26: queue qwanRoot has no parent

qwanroot is the parent queue !!!
