Interrupt the the boot at the loader and enter:

set hint.ata.0.mode=PIO4

boot

Then edit the loader file once it's booted successfully like it shows here:
https://doc.pfsense.org/index.php/Boot_Troubleshooting#pfSense_2.2_and_later

That should allow that card to boot.
