Setting up pfsense with 3 WAN connections
      WAN1: 69.3.203.128/29 upstream gateway: 69.3.203.129
      WAN2: 74.92.10.129/28 upstream gateway: 74.92.10.142
      WAN3: 74.92.16.120/29 upstream gateway: 74.92.16.126

      LAN: 192.168.10.0/24

In System / General added a unique DNS server for each gateway

      In System / Routing / Gateway Groups set up a gateway group WAN2 & WAN3 in tier 1; WAN1 in tier 2

      No static routes defined

      Problem/question:

For testing, WAN2 & WAN3 are disconnected (and show as x) on status dashboard

It seems like PF isn't picking the right gateway. Unless I specify WAN1 as the default gateway, I'm unable to reach the internet. If either WAN2 or WAN3 are set as default, I cannot reach the internet. ? Shouldn't PF default to the working WAN connection (WAN1) via Gateway Groups when WAN2 & WAN3 have failed?

More general question, what exactly does "default gateway" mean?

      Thanks

        Maybe I found the answer…. (?)

Under Firewall / Rules / LAN, in Advanced Options I changed Gateway from "*" to LoadBalanceWAN (name of my Gateway Group).

        Is this the solution?

That will do it, I'm still learning pfSense but in order to route traffic to a different gateway you modify the Firewall->Rules as you've done.
