      Hi,

      I have exactly the same issue than https://forum.pfsense.org/index.php?topic=105644.0 on pfSense 2.3.1 and after upgrade on 2.3.2-RELEASE-p1.

      Gateway monitoring is not working. Strangely this was working sometime between june and august 2016 and during 15 days in november 2016.
      pfSense was monitoring either gateway IP (local IP), or Internet IP, but monitoring was always showing 100% lost packets.

      The same solution works well :
      "This option's been added to the gateway advanced settings. System>Routing, edit your gateway, specify something > 0 in the "Data Payload" field. Confirmed that works, and should definitely fix your issue shopro given the troubleshooting we've been through to narrow down and verify the issue. "

      But this trouble appears on the installation with a very common ISP router (Orange Livebox). On the other side, I have lot of 2.3.2 pfSense installation that work very well connected to same router. So it maybe be a dpinger trouble?

          Just modified Data Payload from 0 to 1. And everything works fine!
