Can't ping NAT IP from Windows server outside of network

We set up a Linux server running Nagios at my company to monitor both our internal and external servers. We have a Windows 2008 server that sits outside out network that we wish to monitor. Our Network admin setup a NAT IP which points to the Nagios VM server we are using. Typing the ip in a browser works perfectly, however we discovered that from the Windows server we are attempting to monitor, we cannot ping the NAT IP that was setup, but a web browser can resolve to it.
This is quite strange. The application on the Windows box listens to port TCP 12489, but I am not sure what we need to set in the NAT settings or what else could be the issue.
Can you give me some insight as to where to start looking?
