    Why won't my floating rule work but it does when I copy to an interface?

      I'm trying to shape my usenet port 553 traffic when it goes over my VPN.  If I create an Alias Usenet and create a rule in LAN it works:

      But if I create an additional rule in floating, where it should be so it doesn't block other traffic, it doesn't:

      Can someone tell me what I'm doing wrong please.  I've only been using a week or so, so it's probably something quite basic.
