The upstream modem on WAN is already using 192.168.1.0/24 subnet.
That is also the default for pfSense LAN. So change pfSense LAN to some other subnet in private IPv4 address space,
e.g. make the pfSense LAN IP 192.168.2.1/24
And change the DHCP on LAN to a range in 192.168.2.*

As the Greek philosopher Isosceles used to say, "There are 3 sides to every triangle."

If you have a static IP from your ISP, I really think you should not use a 192.168 address on your WAN.  Instead, call your ISP and ask them to change your modem to a pass-through device that does not do any routing or NAT.  It should be a plain, dumb modem.  They usually call it "bridge mode".  That way, your pfSense WAN interface can be assigned the static IP and gateway for your ISP and you can use any 192.168 address you want for your LAN.
