      I have a pfsense with squid / squidguard in a serveu L-100
      Intel(R) Atom(TM) CPU D525 @ 1.80GHz
      2 CPUs: 1 package(s) x 2 core(s)

      for two 10Mb links … with approximately 50 users and 4 VPN using OpenVPN, the processing is very high

      The top command does not exist

      I would like to know the possible motives .. GUI ?

        That's a whole lot of low priority stuff dragging you down!

        From searching around it looks like php-cgi comes from lighttpd which is the webserver for the webconfigurator. So if you don't have a need for multiple simultaneous instances:
        System / Advanced / Admin Access > Max Processes = 2
