      LoadBalance is done.
      FailOver is done.
      GatewaysGroups - Tier1, Tier2, Tier3, Tier4 is done.

      Then next,  How to  Assignment  Individual users  using Four ISP on pfsense?

      My suggestion is:

      PLDT1(20mbps)  (ISP1)- Default–------------------> if 20user is down no internet
      PLDT2 (15mbps) (ISP2)- Dedicated ----------------> if 10user is down no internet
      SMART (15mbps) (ISP3)- Alternative --------------> if 30user is down automatically transfer ISP4
      GLOBE (30mbps) (ISP4)- Alternative --------------> if estimated user 20 + 30 user is 50 because of ISP3.

      I hope you understand. I think very useful just like me. I Think pf sense is very powerful.

          you dont need gatewaygroups for that.
          you just set up a firewallrule on your lan interface:
          source = host1 and under advanced you find "Gateway" and chose the gateway for host1 there.
          or if you have more users, you can add them to an alias and set the alias as source.
