About ASN and BGP

i want to ask a question about ASN AND BGP in Pfsense. if i buy myself ASN and IP space, my local ISP not offer the BGP peering service , then i buy other country IP transit service or BGP peering do my IP space bgp service， Whether it is feasible ？ now my local ISP using firber ppoe for internet. Whether this can skip our country's network blockade？ :)
