DHCP on LAN: no free leases

After messing around for hours with config restore after fresh install (management summary: it's not as simple as advertised, restoring a config on a fresh install. Unbound refuses to start because of pfblockerNG which according to pfSense is not installed…).
The LAN is 192.168.2.0/24.
Because of OpenVPN site-to-site I need to change it to 192.168.3.0/24.
I do that at the console in front of the machine. Of course I answer the question about DHCP-server: 192.168.3.200 - 192.168.3.254.
When done it tells me I can visit 192.168.3.1.
I can no longer connect: "DHCP on LAN: no free leases".
What can I do to work around this bug?
