Can I backup the config on a SG-2220 and restore it to a SG-2440 (assuming pfsense versions are the same)?

Yes, so long as the new unit is on the same version or a newer version you can restore the configuration there. The interface names are the same between those models so there wouldn't be any problems forcing you to reassign anything.
