      Let me paint this scenario well enough to where we can hopefully find the point of failure here.

      Equipment:

      We have three Dell R620s running multiple VMs, among one server is one of our pfSense VMs and we have another on a different server as a backup.

      One pfSense VM is pointing straight to Integra with a purchased 500 meg up/down but getting no more than 100 megs.

      Plugging directly to the modem, I got 450 down and 400 up

      We also have HP Procurve 2810-48g switches, so I put one of these between a laptop and the integra modem and still got 100 down, 165 up, to test if it was the switch

      I thought it was the NIC but I tested our connection with an Untangled FW vm and that got 115 down and 465 up. I take this to mean it isn't the NIC if it can handle at least the upload speed of that much.

      My theory is that pfSense needs to be on hardware with a dedicated NIC used solely for the WAN interface and its currently on an old, used server running multiple VMs off Hyper-V.

      By the way, this set up is not my idea. I'm just an employee of someone whose idea this is. If it were me, for an organization of 200 plus people, I'd go with a hardware solution.

      I just need to know if I'm correct in thinking our bandwidth problem is due to pfSense sharing a NIC with other VMs on Hyper-V.

      On the document https://doc.pfsense.org/index.php/Virtualizing_pfSense_under_Hyper-V it reads "however in production you must have a separate NIC for WAN"

      I take this to mean that the pfSense vm has to have a NIC not used by any other vm on the machine, it has to be dedicated solely to that vm use.

      May I have some confirmation that my findings are correct or am I missing something?

      The gentleman is the brains of this operation says he thinks it is because of synthetic drivers.

        I might also add that the vm itself is using 4 virtual processors, 4 gigs of RAM, and 60 gigs of HD space

          According to your statement, the problem seems to be related to the switch.
