TWO ISP solution

Dear all,

My company have two ISP providers. We use two PFSense servers (FW1 and FW2) to connect the both ISP provides (Please refer to the attachment).

My question is:
              If the ISP1 providers is down, can the carp vip bind to the FW2 automatically?  Please advise.
