DNS Resolver "DNS Query Forwarding" option

Hi, I'm a bit confused as of what this option does.
Please correct me if I get this right.

1. If enabled, the pfsense box will use the configured DNS servers in GENERAL SETUP, and forward dns queries to those dns servers.
2. If not enabled, then pfsense box will use root servers to resolve dns queries??
