I was wondering if anyone has a way to limit users by groups,

I currently have 1 group and that group is made via the captive portal. However that puts all CP users with the same limits, I would like to have 2 limits to the CP users as far as up/down speeds are concern, is this possible?

Not in the local user manager. You could set up something like that in RADIUS, however.

Could I have free radius use the local user manager for credential storage, instead of MYSQL or does it not work like that?

I already have a handy dandy webpage for the capture, and the ability for them to change their own passwords lol.

FreeRADIUS can't use the user manager to authenticate, but it doesn't need MySQL, it stores local users in its own way. So you can install FreeRADIUS 3.x and use it locally without needing anything special or external.

The local wasn't really my concern, as much as I need the users to have the ability to change their passwords, and I was being lazy, not wanting to recode a new portal page.
