IPSec changed so adding tunnels doesn't reset existing *COMPLETED*

Item 2: is untested but I see no reason this should not work.
Item 3: I will make it so! ;-)

I will arrange with Chris so that we can release a image with these changes.

I am submitting them for a 1.2.3 release but I can not tell you a timeframe exactly.

I will make sure to provide images for embedded, update and iso.
