Ipsec voip tunnel?

We have a pfSense to pfSense ipsec tunnel that carries SIP/RTP VoIP traffic only. If I wanted to make sure this traffic was always prioritized over everything else, would the simplest solution be just to create a limiter and give the ipsec tunnel a little more than the maximum I would ever expect it to need? I don't care about any priorities of other types of traffic.
