All WANs down at the same time

Hi everybody,
we have three roads to the internet:

LTE didn't come up automatically, but after a reset of the modem, it worked.
Now I like to find out whether this was a problem at our ISP or inside our firewall. Do you have any thoughts or suggestions on this?
