Given that the 2.3.x branch will be "continued through at least October 2018"[1], but that FreeBSD 10.3 has an earlier expected End of Life of 30 April 2018[2], is there a plan to move 2.3.x to FreeBSD 10.4 or subsequent?

At the moment, we plan to manually maintain any necessary security patches for 10.3. That is subject to change, naturally, if moving to 10.4 is easier than manually maintaining patches.
