Unable to upload captive portal page.

I am unable to upload a custom Captive Portal page, i have browsed to the local file, and clicked apply at the bottom of the page, but it just sits there waiting and never completes. I did once manage to get it to go through, but after rebooting the box the page became corrupt and i have not been able to re-upload since.

What is the location of the file once it is uploaded, so i can check permissions e.t.c, also i would like to add images into my page so i would need to sftp them locally.
