I have a Netgate system that I've dedicated one of the OPT ports for our company guests to use.    This is working fine but I'd like to limit the allowed bandwidth on that interface to a specific amount (2MB).

I set up 2 limiters and assigned them to the default rule for that interface.  I tested a connection and it is being limited to 2MB.  I don't currently have the equipment to test and couldn't find anything in the documentation that would answer a question I have.  Is the 2MB for the entire interface or is it for each individual device?  I have the mask set to none in the limiter.  My goal is a total of 2MB for the interface and devices can share that.

If my current setup isn't limiting the interface to 2MB is there a method to achieve it?

It depends on how you configure it.
