VoIP on PfSense (Dual WAN)

Dear All,

I am newbie on PfSense so really need your help to share me you valued information about below (maybe basic) questions
I am configuring a simple network system as attached

The question is:
1. All UDP must go directly to WAN1 (WAN1 is only for Voice)
2. If WAN1 is temp high latency, UPD traffic goes to WAN2
That's it. But I really don't know how to set it up on my current PfSense system
