      My network is setup as follows:
      172.16.0.x - server subnet
      172.16.1.x - statically assigned DHCP clients
      172.16.2.x - all other clients (dynamic dhcp)

      I would like to setup hostnames for each of the clients on 172.16.1
      e.g. g4.local -> 172.16.1.1
      p4.local -> 172.16.1.2, etc.

      How would I go about doing this?

      The other thing I'd like to setup is a caching DNS server.  Is this even possible without editing the configuration files (which I'm happy to do if not)?

        Add DNS entries at services>dns forwarder at the bottom. You also might want to check "Register DHCP leases in DNS forwarder" to make the dynamic Clients resolvable.
        And btw, the DNS forwarder does caching too.
