IP cam's ip dont show in DHCP lease

I have an IP cam that in ip cam setings has a set a address 192.168.0.81
Hy DHCP is from 192.168.100 to 200
All my fixed IP's are fom 192.168.0.1 to 192.168.0.99
My cam has in setup adress 192.168.0.81 setup in IP cam setup, not in router
When i go in pfsense Status DHCP the cam is not listed. See screenshot 1
Why is this happening?
My setup is

By setting the address in the ipcams you have told them not to request a lease.
Since they didn’t request leases they will not be listed of course.If you want them to show up then set the cams to use DHCP and you assign the addresses you want, and they will show up in the list.

Follow up:
When this is a fact, then anybody with a cabled computer can log on. Can pfsense give a warning?For Android I use a app called fing, this app reports the cam IP when cam is not in DHCP mode, so the cabled "attacher" is possible to detect.

The DHCP server does have an "ignore unknown clients" option. Note that if you use that all IPs have to be defined in the list of static IPs. Also will not prevent someone from someone setting a static IP on a device and hooking it up to your network.

With this option "ignore unknown clients" the problem still exists. For my case my network will be open for anybody whit IP = 192.168.0.2 - 99. and 201-255
So is there any other option to "list out" connected devices? Ref my Android fing app.
